Subject Minor Update, Major Headache

Message Recap:
I bought my TTZ in March planning to fix her back up to her former glory slowly.
I took her home and replaced all her fluids and let her sit for a while.
I let a friend borrow my other vehicle and took the Z to school one day.
On the way home I went to pass a truck, she pulled strong and on deceleration I noticed she was smoking like a train through the left exhaust.

The New:
I suspected the left turbo, so two weeks ago I jacked her up, but could find no kinks in the line or any visible damage/leaks.
I then checked my plugs and found them coated in oil, and saw excess oil in the cylinders.

Took the Z to a local mechanic and asked him to do compression and leakdown.
The numbers came back and cylinder 3 had ZERO compression and -he claimed- there was enough oil that using a boreoscope was impossible

This leaves me with my current conundrum of what the next step should be.

Should I pull the engine and rebuild myself? (If the cylinder walls are damaged can they be repaired?)

or

Should I buy a new block and swap?
-Problem with this one is the sourcing of an engine, I've heard that JDM is like playing Russian Roulette and I have of yet been unable to find a used one.

I am in no rush, and although I don't have a lot of funds, I want to make sure whatever I do, it is done right.

I would strongly appreciate any advice.

P.S. What could possibly cause what seemed to be a good engine to blow in under 300miles?
